AoA: Work

We broke up into committees to tackle the document. I was in a sub-sub-committee on civic actions, and our groups work is in the to-be-voted on version, in fact it's most of it. They are all non-violent, and we hope people can join us with this.

We'll take do every peaceful thing to restore the Republic, until we can't.

Day 9: Articles of Association

This is day on of three for Deliberation, drafting, debating, passing, and finally signing of the Articles of Association; which are the enforcement clauses of what we have done here.

We are calling on the people to enforce Constitutional Rule on our servant government.

Some Delegates think that this document should be the Cliff's Notes version of the past 10 days. I think that is a mistake. My personal thoughts on the issue is that they should be short and sweet, no more than 2 pages, probably. They can be a new Declaration of Independence, and they can be the document that when the people take to the streets to take back their liberty, they can hold this document up as the inspiration for their being there.

We shall see....

--- Change of Schedule
--- ***Editorial. This body just voted down support of native people's property rights in the US. I voted for it, for the record.
--- The body just voted down having a report read on property, and although I support the parts I've heard, if it isn't read to us, and I can't read it (the printers are down), I can't vote for it.

Day 6: Immigration and Foreign Policy

Note: I was late to the session, I got a message this morning from one of my constituents asking me to bring a certain idea forth here at CC2009. I decided that I would be late to the session to give me time to write a Resolution that effect. I'll put that Resolution in the Comments section for you to look at. We'll introduce it on the floor, and it will probably get sent back to the Committee. It doesn't mince words, and it's a little bit feisty. But we think it's very good. More to come later.

Perspective

I may have been a little on the pessimistic side for some of the previous posts. I just got out of 5 hour Caucus. I can't do it justice to attempt to commit it to writing, but know that I now believe this Group is going to do some very, very important things here.

[00:54]

Day 3: An experiment in Committees

9:58-
Editorial, Committees are dangerous. It's a good way to compromise until you've said nothing. We are currently discussing the repeal of parallel sub-committees, and providing for a more fluid and useful schedule and creating some 'open debate' period into the schedule, then the sub-committees will meet for 2 hours this evening to produce documents in the vein of the debate.

-------

10:02 - Call to Order.
- Credentials Report, 47 states present, 105 Delegates.
- Motion (M. Badnarik) to reconvene as Committee of the Whole to rescind yesterday's schedule amendment, and to reconvene with a new agenda. One half hour allotted.
---- Seconded.
---- No Debate.
---- Call to Question. WV votes Yea, and the debate is ended, by voice: no count.
---- Final Vote: WV votes Yea, and the motion carries.

*** Reconvene as the Committee of the Whole ***

10:10 - Commitee of the Whole vote on Agendas
- Motion to rescind the previous amendment to the agenda and replace with new strategy.
---- Seconded.
---- Debate: The new agenda doesn't get rid of our speakers.
---- Call to Question. WV votes Yea, and debate is ended with 38 votes Y, 6 N.
---- Final Vote: WV votes Yea, and the motion carries.

10:17 - Report back to the Congress
- Report: The Amendment Passed, and now are convened as the Continental Congress
- Credentials Report: 106 Delegates (10:07) from 47 States.
---- Voice Vote: WV votes Yea, and the motion carries.
- Motion: To restore the agenda as originally approved.

---- No Debate.
---- Call to Question: WV votes Nay, and debate is closed.
---- Final Vote: WV votes Nay, and the motion carries.
- Motion: On procedures for Open Forum and Working Meetings
---- Seconded.
---- Summery: Discussion on the issues, no motions. Move to Committees to produce documents. At later time, presentations and recommendations. Limited Debate. Vote.
---- Debate.
---- Call for Orders of the Day: Committee of the Whole to Discuss the Federal Reserve.
---- Debate (cont'd). [10:28]
- Motion to Withdraw the previous motion.
---- Seconded.
---- Voice Vote: WV votes Yea, and the motion carries.
- Motion to Amend the Agenda.
---- Summery: to schedule time for open discussion and motions.
---- Seconded.
---- Debate. [10:34]
---- Call for Orders of the Day: Convened as Committee of the Whole, to discuss Federal Reserve.
- Motion to Reconvene.
---- Seconded.
---- Call to Question: WV votes Yea, the motion carries. Dan Gonzales is appointed as the Chair.

*** Reconvene as the Committee of the Whole***

10:40- Committee of the Whole, Discussion of the Federal Reserve.

11:37- OUR CAUCUS JUST PASSED ITS FIRST RESOLUTION TO ENCOURAGE CITIZENS TO PURCHASE HARD CURRENCIES, AND BEGIN TO SET UP TRADE IN THEIR COMMUNITIES WITH IT.
This is the first of several Civic Action pieces our Caucus is working on.

------
11:53- We are having problems with privelege and process. It's becoming ridiculous. Delegates have been railroaded off, and this is wrong. We are breaking for lunch soon.

11:54- Recessed for Lunch.

14:53- We've had speeches, films, and lunch in the intervening time. We received several documents from Dr. Vieira that we are considering. Several committees have been created in this time as well. This next section of time is allocated for Committee work.

---------------------------------

Final Update of the Day [20:00 Local]

You'll notice that there is a large block of time for which I did take such diligent notes. I wanted to let you know what happened. First I made a Point of Order... 3 times before I was recognized by the chair. My complaints, although validated by several other Delegates, were dismissed out of hand by the VP, acting Chair.

I then spoke to group during the open discussion portion on Militias and 2A. I said something like this, "The American people have heard from politicians and media for a long time that the lawful exercise of their Right to Self-Defense, their Right to disobey arbitray and/or Unconstitutional authority is wrong. It is terrorism or un-American. The most important thing, in my opinion, that this Body can do, to legitimize defensive actions taken against a tyrannical government as per our Founding Documents."

That is still my opinion.

Good night, friends, fellow patriots. I am leaving shortly for a Caucus group where we will continue to work to provide the Delegation with practical things to vote on that We the People can do. I am of two mind on this: One, we can rattle the saber and say, "this far and no farther." or; Two, we can ignore the arbitrary and unconstitutional actions, and go about our lives as Sovereign Citizens of the States and focus on our Communities, until the aggression of the District comes to our door.

But I fear that it may eventually come to a conflict, sadly. I hope we can avoid it, but I hope you prepare if we cannot.

Again, good night.

In Liberty
--- Kevin Patrick (WV)

Day 2: Motions

Motions:

- Voice vote to accept the report from the Credentials Committee. WV Votes Yea, and the motion passes.

- Amendment of the Rules to allow Laptops with restrictions:
---- Substitute Amendment: To allow in Congress, but not Committee. WV Votes Nay, and the amendment failed.
---- Final Vote on the issue: WV Votes Yea, and the motion Passes.
---- I spoke on this issue, saying "Sunshine is the best disinfectant." Meaning that we should be not be afraid to have our words heard, by the People or the Government.

- Adoption of Rules as Amended. WV Votes Yea, and the motion passes.
---- Amendment to disallow any motions which seek to amend the US Constitution. WV Votes Yea, and the amendment passes.

- Motion to Instruct Congress by R. Schultz.
---- After lenthy and heated debate, no vote is taken. WV would have voted Nay.

- Motion to accept report from Committee. WV Votes Yea, and the motion passes.

- Motion to use Coalition Groups to present the findings of this Congress to the States. WV Votes Nay, and the motion failed.
---- We voted this down because it was presumptive, and redundant. Many of us are already doing this, and we did not need to be 'forced' to do so by this body.

- Motion to accept the Declaration of Non-Authority. Sent to Committee for revision and compilation.

- Motion to send Documents to the military, governments, and law enforcement. WV did not vote, I was in caucus at this time. The motion failed.

- Motion to accept the Plan of Action proposed by the Delegate from Tennessee and others. Was sent to Committee with the Declaration.
---- I would have voted no for this motion. It proposed to forcibly remove some elected officials from office, without provocation, with the Sheriffs and Militia. Aside from not being possible, I believed that it was an inappropriate use of the militia, and presumed too much authority for this Body.

- Motion to Amend the Schedule. WV votes Yea, the motion is passed.

------------

I attended the "Last Ditch First Caucus" which I helped to form to discuss the last ditch attempts to protect liberty, prepare for that eventuality first, and then work forwards once our ducks are in a row to secure our survival and ability to fight for liberty, then we begin exhaust any political means which may be left.

We split into two groups to discuss Militia, 2A, Firearms in one group, and Sound Money in another. The Sound Money Committee produced a document, and the other did not. I've written two motions which will be introduced to the Caucus tonight and hopefully introduced tomorrow. I will post final versions when they are available.

Day 3: Committees

We abandoned the official schedule, which many felt might have been leaning to far towards one person's specific agenda. I would have to agree with that. So today, we are breaking apart into Sub-Committees to handle the violations of the Constitution in regards to Militias, the 2nd Amendment, and Constitutional hard Money.

I will have my laptop with me today, so I should be able to update you more frequently.

Day 2: Confusion and Re-organization

I'll have to make several updates today. We amended the rules to allow laptops in the room with us during deliberations, so I'll be able to update better in the coming days.

I am participating in a Caucus which I helped to organize which is based on three things:

Self-Defense, Self-sufficiency, and Self-governance.

This is out three-pronged approach to the problems we face.

Our Caucus is small right now, less than a fifth of the Delegates, but growing. Official business closed, but out Caucus is meeting after hours. We have 37 Delegates signed on right now.

Tomorrow's discussion is on Militias, Firearms, and Lawful money. I'll endeavor to keep you updated.

More coming....

Day 1: Arrival

Greetings, my fellow West Virginians:

I arrived today shortly after 12noon local time at Pheasant Run in St. Charles. I have signed in and been credentialed. There's been a little bit of tension here amongst some of the Delegates.

Many found out, for the first time, that each State will only have one vote an any issue, and the Delegate from any given State who received the most votes is the 'Voting Delegate' and must reach a consensus with his or her other Delegates.

Since WV was only able to send one, not three, Delegates, this is not a problem for us.

Please contact me and leave comments. I will dutifully check then.

www.cc2009.us will have streaming video, I believe of the Congress.

Update: End of the first day.

Today was rather hectic. We had to elect a President, Vice-President, and Secretary for the Congress to commence. We had so much, to my mind, unnecessary arguing and ill-thought out ideas that we went over our allotted time by more than 2 hours!

We were even late for dinner, which I imagine Mr. Franklin would not have stood for. Several Delegates for one reason or another, thought it a prime idea to have a different President each day. Which aside from being nonsense, is practically impossible.

We eventually got most of the details hammered, out introduces a good many people to their first taste of parliamentary process. Hopefully the lessons we learned today will carry over in the days and weeks ahead.

We have a lot of work to do and not much time in which to do it. We are working from 8am to 9pm seven days a week until we leave. It's hard schedule, but I fear it may not be enough time. I am keeping careful record of the proceedings, the votes, the tally, and my votes which I will try to post daily for you to read and review. Please leave comments, or send me an email to discuss anything you see here.

Each State only gets one vote, so although I do not get to deliberate with other Delegates on the issues, it will be fine that WV has but one Delegate.
